Joe Andre

Work and education history.

Selected roles and education covering my career since college.

Applied research and data systems professional with 13+ years of experience finding the signal in fragmented administrative data and turning it into evidence people can trust and use. Builds the decision infrastructure organizations need to learn from complex public systems: careful governance, durable workflows, integrated data, spatial and statistical analysis, and communication that keeps evidence connected to its institutional and human context. Treats ambiguity and messy data as normal operating conditions, making assumptions visible and creating a transparent, defensible path from uncertain questions to informed strategy and action.

Research Associate
Center on Poverty & Community Development, Case Western Reserve University
Managing research and evaluation projects built around sensitive administrative data from public agencies and nonprofit partners. Work spans program evaluation, cross-system data integration, and analytic support under FERPA, HIPAA, 42 CFR Part 2, and related regulatory frameworks — environments where good analysis depends as much on stewardship and trust as it does on code.
Senior Data Fellow
Baltimore City Public Schools
Built district data capacity for college and career readiness reporting. Designed analytic and visualization tools, established shared definitions across offices, created standardized reports, and helped staff use required compliance reporting as a foundation for longer-term program learning and improvement.
Research Associate
Levin Chair in Urban Studies & Public Service, Cleveland State University
Built tools to explore fiscal impacts and cost-benefit scenarios for urban development, workforce investment, and regional economic planning. Worked directly with workforce boards, municipalities, community stakeholders, and state agencies on applied research bridging academic analysis and public decision-making.
Elections Specialist
Pierce County Auditor's Office, Tacoma, WA
Managed tabulation operations for a county of 900,000 residents. Generated data and spatial analyses used to plan precincts, voting centers, and ballot drop box locations — work where data, maps, logistics, law, and public trust all had to meet on a hard deadline.
Data Analyst / Survey Statistician
Employer's Resource Council
Led analytic work for employee engagement surveys, workforce pipeline studies, and organizational assessments. Reconstructed and maintained regional survey methodologies. A practical education in how much of analysis depends on cleaning, documentation, and clear communication with non-technical audiences.
